what ARE these?

I got the most interesting gift the other day from one of my wonderful friends who has asked to remain nameless… but I don’t know what to make of it:

A super cute lacy blue box with a tiny little bag of… herbs? tea? spices? inside, and a little pink hollow dish with a teeny tiny little pink spoon to go with it.

The bag of tea or herbs fits PERFECTLY in the little pink… dish (for lack of a better word), and I wondered if perhaps the herbs were supposed to be emptied in the dish and then be spooned back out. The dish itself looks a little bit like a bulb of garlic… so maybe it’s a garlic holder?  And the little spoon also has a hole at the end of it, so I thought maybe it could be made into a necklace?

The bag of tea or herbs has no scent and I don’t want to open it for fear of making a mess…and the box it came in is super cute and I don’t know if I’ll ever be able to part with it, though I would like to pass along the delight it gives me.
